Your neighbor is wrong, and this is the single most common thing I correct for first-time homeowners. Here's the real answer for Mesquite:

Yes, you need a permit. Adding a bedroom means you're creating habitable space (smoke alarms, egress window, insulation R-value), and adding a bathroom means plumbing and likely electrical. Mesquite follows IRC 2021 with Nevada state amendments — all three trigger permits.

You'll need: (1) a building permit for the bedroom framing and egress, (2) a plumbing permit for the new bathroom, (3) an electrical permit for the new circuits. Often bundled as a single "basement finish" permit in Mesquite — I'd call Mesquite Building Division at the number on our permit page and ask for that specifically.

Why it matters at resale: unpermitted work shows up in title searches and inspections. Buyers' lenders often require resolution before closing, which means you'd either retroactively permit (more expensive) or drop your price.

The egress window is the one that trips people up. Basement bedrooms need a window that opens at least 5.7 sqft with specific sill height and well dimensions — your existing basement window probably doesn't qualify. Budget $2,500–$4,500 for that alone.
